Fortunately, I found more professional establishment less than 4 miles away which was familiar with the new standards, recognized Universal Passports and Visa's failure and took the necessary photographs correctly.
To be clear, they are a courier service... so they don't help you in filling out your forms. You still have to make an appointment at the post office and you bring UP&V the sealed documents. They over-night them to their office in Houston, and then hand carry them to the State Department. This beats the post office. :-)

We have used these guys for Russian Visas and Passport renewal on short notice. They came through.
Dreadful, awful service. They charged me $20 for Canadian permanent resident card photos, which were so inadequate they were rejected by the Canadian government due to "poor quality." An extremely rude woman at the company then had the gall to tell me they had warned me that they pictures would be rejected ("the Canadians always reject pictures") and that they would not return my $20. When I insisted that no warning about rejection had been given she shouted, "Yes it was." Don't think I have ever been so insulted by a company that is supposed to provide a service to the public. Don't even think of giving them your business. Agggghhhh!!
But where they really came through for me was when my application was put on hold because I sent the wrong kind of birth certificate. I hustled and got the correct one in hand with 2 days before the deadline. I gave it to UP&V. They got it down there and pleaded my case to them. This got my application reopened and my passport issued on time. I'm really grateful to them for their excellent service.
Not a very professional organization and seems ill equipped for recent changes in the photographic standards of passport agencies. Unlike other companies providing passport and visa photographic services Universal Passports and Visas does not offer re-shoots of rejected photographs, provides no guarantee of their work and will not refund for rejected photographic work.
I was invited on short notice to some work-related training out of the country. My boss recommended that I use UP&V to expedite things. I'm really glad i did because they bailed me out of a jam. If you're in a hurry, call these guys.
Dallas passport office is the best, very well educated employees, helping the applicants, very friendly, I have great experience more than one time with them, thanks for all staff & admin office & the office manager.
In the last year I've had passport photographs rejected by multiple passport agencies. Other companies offering photographic services when presented with the rejection documentation will re-shoot the photographs. Not Universal, they will blame the agency for "no rhyme or reason" in-spite of written evidence to the contrary.
